The Royal Commission for the Secure Reposition of the Collated Material Produce of the Intellectual, Fictitious and Personal Poetic and Prose-Oriented Labours and Associated Artefacts and Ephemera of the Centralian Body Politic and of the Greater Realms Collected Thereby, thankfully more commonly known as The Royal Library, is the national library of Centralia.

Background

The Library was created--yes, created, not founded--by Princess Meredith to catalogue and preserve all the information, art, and literature produced in Centralia. Whenever any creative work is produced within Centralia, a copy is instantly added to the library's collection. Don't worry, though: While the Library does contain all the embarrassing Inuyasha fanfic you wrote when you were 13, she also cares about your dignity, and will make it very hard to find.

Unlike most national libraries, the Centralian Royal Library operates as a public library, with materials in active circulation to the public, as the Library feels she has a sacred responsibility to make her information available to as many people as possible.

While the Library is a sentient living entity, she cannot communicate directly with humans or other creatures. Instead, the Royal Librarian acts as an emissary between the Library herself and those who visit. Despite being a magical construct who is essentially an avatar of the Library, the Librarian is an autonomous individual with a will of their own, and on occasions the Library and the Librarian have been known to disagree.

The Library occupies a strange place in Centralian law. She is essentially a sovereign entity: within Library grounds, the Royal Librarian is the highest authority, outranking even Princess Alice (much to the Princess's dismay).

Miscellaneous

Despite being a living building with intricately detailed architecture, the Library does have what seems to be a normal, unremarkable parking lot. Vehicles illegally parked in the disability parking spaces have a tendency to spontaneously vanish. They have often been found several blocks away, parked legally, with the keys locked inside but otherwise untouched.

The Librarian maintains a strict no-weapons policy for the Library and her grounds. Constable Payne of the Royal Centralia Civil Guard has asked for an exception for police officers, but the Librarian continually refuses. Magical girls, however, are allowed to carry whatever weapons they want.

Turning out the lights in the basement to play laser tag among the stacks is discouraged, though the Librarian is willing to look the other way "as long as you keep the noise level down."
