Constable Jennifer Payne is a prominent Centralian police officer. So prominent, in fact, that nobody—not even Princess Alice herself—can recall ever encountering any other police officer anywhere in the kingdom.

Payne has claimed affiliation with dozens of law enforcement agencies, including the Queen City Metropolitan Police, the Royal Centralia Civil Guard, the Royal Highway Patrol, and even the University of Centralia Protective Service. It seems she is very busy.

Appearance

Jennifer Payne is a petite young woman with short, dark gray hair. Her eyes are a hazy grey--not a typical eye color for humans, though Princess Alice, not being human herself, has never noticed.

Payne's typical police uniform consists of a white dress shirt with a black tie, a black skirt, and a white peaked cap with a black brim. During the colder months, she wears a black jacket and black slacks. Her uniforms prominently display her police badge, which features a peculiar emblem resembling the wing of a fairy. Payne often has a radio microphone clipped to her shirt, though no one can recall ever seeing her speak into it.

On her belt, Constable Payne carries two pairs of handcuffs—one of the standard size and one curiously small pair, seemingly meant for some kind of small magical creature—and a baton, which bears a peculiar resemblance to a magic wand. She notably does not carry a firearm.

Vehicles

Constable Payne's patrol car is a full-size black and white sedan, large enough to subtly highlight Payne's short stature, marked with the word POLICE (or sometimes HIGHWAY PATROL) and the same fairy-wing star emblem found on Payne's badge. The car is equipped with red and blue emergency lights and a siren that is, in Payne's own words, "pretty loud, but admittedly not as loud as the Princess." Those who have been detained in the back of Constable Payne's car have reported it to be especially difficult to escape from, even with the aid of magic.

In urban areas, Constable Payne has been known to ride a black and white motorcycle equipped with red and blue flashing lights. While riding her motorcycle, Payne typically wears a black jacket marked POLICE, a white helmet with her unique fairy-wing star emblem on either side, and dark sunglasses.

Community relations

Payne detained Prince Alex on April 1st after he transformed her police motorcycle into a toddler's tricycle as an "epic pranq".

Payne was apparently involved in the incident that led the administration of Dame Adorabelle's Academy to forbid Princess Alice from going near the school's lone school bus, though the Princess does not remember any details of the incident, and Payne refuses to tell her anything.

Payne is distressingly well-acquainted with high school student Big Bobby Butterson. To date, Payne has never found sufficient evidence to place Butterson under arrest, though it's probably just as well, given that Butterson knows how to escape handcuffs.

Payne has argued, unsuccessfully, that the Royal Librarian should revise their strict no-weapons policy for the Royal Library to include an exemption for police officers. Currently, the only exemption is for magical girls who fight scary monsters.

Also, she once tried to taze a kaiju. It wasn't very effective. Nobody really knows why she thought that would work.
