The Cutie Scouts

The Cutie Scouts is either a scouting organization for young girls, or an international crime syndicate run by young girls. It's surprisingly difficult to tell which. Either way, you don't want to get in a Cutie Scout's way when she tells you she's going out to "earn some badges".

The Cutie Scouts' home base is located...somewhere in Edge City. The Cuties are alleged to have bribed Edge City's police commissioner to allow them to sell cookies without a permit. (The bribe was more cookies.)

The prefects at Dame Adorabelle's Academy have acknowledged an "uneasy truce" with the Havensborough branch of the Cutie Scouts.
