== Organization ==

The Witches Council is, by design, anti-hierarchical. A new chairperson is appointed for each meeting. The chairperson serves strictly as a moderator and is not afforded any special authority within the council. Seating within the council chamber is randomized each meeting to ensure that no councilor remains permanently "above" or "below" any other even in a physical sense.

Members of the council are referred to as '''Elder Witches''', regardless of age.

== Venue ==

The meeting place of the Witches Council appears from the outside to be an unremarkable abandoned [[XS-Mart]] big box store. All entry and exit takes place through a small door in the rear of the building. The door is kept locked at all times but magically unlocks for those authorized to enter.

The interior of the building appears as be a large council chamber built almost entirely out of glass, with glass walls and a glass ceiling providing a clear view of the outside. One can see out of the chamber from the inside, but cannot see into the chamber from the outside.
